Town Halls in Slupsk
The iron flag of heraldsThe first well-known to historians seat of municipal authorities comes from the Middle Ages. The building was placed on panoramic painting of the town from the map of Western Pomerania. It was painted by a cartographer Eilhard Lubinus in 1612÷1618. On that engraving, a contour of head two-storey building ascending at centre of Slupsk market place is visible. The building was built on the basis of rectangle. Both its gable-ends were triangular tops terminated, topped by buttresses. The construction possessed clearly gothic style, so it had to be made in the Middle Ages – but nobody knows when exactly.
Old guildhall's crown from 1799The building with clock-tower reminded with its own appearance town halls of other Pomeranian towns from this age. In 1665 the building of municipal council was damaged very strongly by a firestorm. Thanks to some documents it is today known that in the town hall, beside of town council rooms, there were found also: merchant exchange, seat of royal tax collector, pharmacy, town weight, flats of municipal and juridical clerks, prison, composition of fire-fighting equipments and in the outhouse - butcher's stall. The only souvenir, which remained till present day after the Medieval town hall (besides engraving of Lubinus map) are iron flags of heralds which originally hung over the town hall door. The iron flag of town criers are at present found in the New Gate Art Gallery. Nobody knows what exactly the iron flag lobes introduced because after 500 years one of them is strongly corroded, while the second one is incomplete.
Since 1791 Slupsk stewards have begun to talk about necessity of building a new town hall because the old building was like something out of repair. Contemporary governing bodies acknowledged plans of Slupsk clerks as a usual extravagance for town counting then only five thousand inhabitants. The total buildup cost was calculated on 7687 thalers. On 11th June 1797 a ministerial note directed to administrative body in Stettin announced:
“[…]We adverted to you frequently, and by the way sent by you on 15th April cost calculations and drawings of a new town hall, we do this once again, that in local Province impetus to building of new large buildings for several years is great, whereat, hardly anyone pays attention to purposeful layout or to costs. This looks as that in all the cities of the Province, modest composed from only several rooms town hall buildings will yield soon places to true palaces, every with the great board room and a lot of minor, to live with service […]”
Old Town Hall in SlupskThe old guildhall was pulled down and into its place in 1794÷1799 a new town hall was built. This was a two-storey building with sloping roof, pediments and a clock tower covered with a baroque helmet. Over the main entrance to the guildhall a triangular pediment with shield of municipal coat of arms was found. For over hundred years it fulfilled its own tasks; at that time the city was still developing. Though the new town hall became built with a flourish, soon it turned out that also in this town hall it began to lack space. A part of municipal institutions, i.e. a court and arrest because of lack of space had to leave the building. The build-up of a new large municipal building seemed to be unavoidable.
A Slupsk mayor was then Hans Matthes. He replaced William Maurer on this position in 1883, who after two years of public service was forced to demit because of mental disease. Even though the first decision concerning the building was made in 1894, it didn't meet with understanding of councilors and citizens. It was because most of them considered new disbursal to be too expensive. Seeing that municipal cash box was empty one decided only to hire new rooms for the police. After several years when it came out how many resources from municipal budget is spent on lease of rooms for municipal administration, the supporters of building of the new town hall got new arguments in discussion.
